A complete services catalogue with an A to Z index, three languages, a CMS backed newsroom and an accessibility toolkit, with a companion app sharing the same design system.
The brief
Municipal sites are where citizens go to pay, request and complain, and they are usually the hardest sites in a city to use. We asked what a council portal looks like when the service catalogue comes first and the heritage is felt, not pasted on.
Our approach
A heritage palette declared once: ivory paper, ink, azulejo blue for everything interactive and aged gold for ornament only. Cormorant Garamond for headings and Inter for the rest, hand drawn azulejo tiles, a flourish rule and an abstracted crest in inline SVG. Every page follows the same rhythm, a dark photo band, an eyebrow, a display heading and light content sections. A second route explores a baroque direction in oxblood and gilt.
The build
Next.js with Payload CMS on SQLite for news, consultations and subscribers, next-intl for Portuguese, English and Spanish, JSON-LD on events and articles, and text size and high contrast modes persisted in cookies and applied on the server. An Expo app with NativeWind mirrors the tokens and reads the same CMS, falling back to bundled content offline.
The result
A civic portal that feels like the city and behaves like a service.
